* Switch build scripts to use dotnet cake

* - pin to version 0.38.5

* - cake version

* - dotnet first

* quotes

* - windows fix

* - fix bash to ignore empty parameters

* - roll back android

* - kudos

* - fix

* - shift

* - empty space
