[tests] Adjust BundledResources.ResourcesTest to pass on Mac Catalyst. (#10553) 
This makes dont link green on Mac Catalyst.

Also adjust xharness to run dont link/Mac Catalyst by default.

Contributes towards https://github.com/xamarin/xamarin-macios/issues/10440.

[dotnet] Implement resource bundling. (#9472) 
* Port the BundledResources test to .NET.
* Fix a minor issue in the BundledResources test to make sure it works on macOS.
* Add a unit test to make sure resources are bundled as expected.
* Modify the .NET build logic to bundle/unbundle resources.
