Xcode 11 doesn't support anything below iOS 7.0 (the linker will automatically
change the deployment target to 7.0), so we need to drop support as well
(since our native bits will be targetting iOS 7.0, and we can't change that).

The tests in the mini project are the same ones found in
monotouch_Mono.Runtime.Tests_test.dll which is already ran via the
autogenerated bcl tests.
Mini tests therefore are redundant and require the mono sources which
will be removed.
It's harder to forget setting the define if it's already set by default.
Fixes the mini tests on watchOS device:

since BITCODE wasn't defined everywhere it needed to be.
This won't affect device tests on the bots (because those already set LLVM
manually when testing Release), but it becomes less confusing when trying to
reproduce any problems locally, since now the project configuration on disk
matches the tested configuration.
Exclude tests whose category is !BITCODE when running on watchOS/Release. This
also requires a minor update to xharness to add a BITCODE conditional
compilation flag to generated watchOS/Release projects configurations.
This partially fixes#59947 (the fix will be complete once we bump to mono/2017-08).
