Point to a new document in the wiki explaining how to get version information
and build logs.
The wiki allows us to have longer explanations with screenshots, and it also
explains how to get a binary build log.

Fix HTML comments in Issue Template ( #4155 )

Added the missing exclamation mark
New lines in the comments seemed to break the comment, so I removed them
This should prevent the template from appearing in the final issue when the user posts it
