* [Runtime] Enable the -Wshorten-64-to-32 flag and fix all warnings.
We want to enable the -Wconversion but that will raise too many warning
for a single commit. We are enabiling one by one the flags included in
-Wconversion so that we have smaller diffs.
-Wshorten-64-to-32 adds warnings when there is a implicit conversion that
loses integer precision. We are moving all the 32 to 64 conversions to
use 64. Expecially since most of the code changed is related with sizes,
legths and params counts that are never going to be negative.

Fixes an issue in the MT0091 test, where it would fail on tvOS because the
test wanted to use an older Xcode, and we could end up returning Xcode 11.0
when the current Xcode is 11.1. Since the test depends on using the OS SDK as
it was designed for (technically using an OS SDK earlier than the latest), it
ended up failing because while the iOS SDK was bumped in Xcode 11.1, the tvOS
SDK was not.

Allows to build the project using XCode 11. In order to do so until we
get the mono SDK built in the bots with the Xcode 11 you need to set the
env var MONO_BUILD_FROM_SOURCE=1 so that you build mono in your system.
The system-dependencies.sh script greps in Make.config for the
EXTRA_SIMULATORS variable, and the grepping wasn't able to correctly parse the
previous variable definition, so make it simpler so that
system-dependencies.sh understands it.

Move the facade check targets below the declaration of their prerequisite
variables (*_BCL_TARGETS), since otherwise the prerequisite variable will be
empty when the facade check targets are read by make, they end up with no
prerequisites at all, and the targets fail.

Also completely refactor the 'tools64' build by removing everything we don't

Before we unzip, we remove the target directory. This is a bad idea if the
target directory is also used for other things: in particular it breaks
parallel make if some other target tries to write to the temporary directory.
Instead unzip downloaded files into a subdirectory exclusively used by those
unzipped files, which means we can remove at will before unzipping.
