A few changes in 6.0.4xx were not merged or modified:
* The versioning code was modified to calculate new versions starting with
15.4.310 and then adding the commit distance to the third number.
* The manifest version band stays at 6.0.300 (and not bumped to 6.0.400).
* The .NET runtime/sdk bumps were skipped.
This is a backport of the changes in release/6.0.4xx.
