Linux bash scripts

• install-cni-plugin.sh - installs azure-vnet CNI plugins on Linux.

Windows PowerShell scripts

• Install-CniPlugin - installs azure-vnet CNI plugins on Windows.
• New-ContainerHostVm - creates a new VM on Azure, suitable for testing container networking.
