Fix the calc of target rates (#12) 
Previously, the calc was wrong.  Note that, when moving from
previous versions to this version you should divide your old
target churn parameter by 3. E.g. if you used to use 300, you
should use 100 now to get the same actual rate of churn.

cluster building using CAPI test framework (#1) 
* generate a flavor for a default linux cluster

* test suite builds and executes

* test connecting to workload cluster and listing namespaces

* make redact.sh exec

* reference kustomize via hack/bin

* try to load the image rather than must load

* add AKS flavor!
