Alain Jobart 7d403bbc30 Fixing integration tests to not expect QS running when it shouldn't be. 
Also fixing the test so the reparent commands actually work.
It's needed now that we expect the tablet to become healthy.

Alain Jobart ee78fe6efa Now the query service is started and stopped by healthcheck. 
Removing the health.Reporter for query service state,
instead the agent's healthcheck is doing that now.
Adding a unit test case for query service not starting.
