As part of golang/go#29206, the golang.org website is being moved to
from x/tools to x/website repository. This change updates the tip
command to start deploying it from its new location.
The new website is using Go modules for reproducible builds. This
simplifies the code, because we no longer need to manually fetch
any dependent repositories (such as x/net).
Update instances of "godoc" (the binary that was previously used to
host the website) to "golangorg", the new binary name in x/website.

We want to be able to test cmd/tip changes on staging before pushing
to production. This change adds configuration files to be used for
the staging environment.
Mirror the production environment, but use a staging-specific load
balancer IP, domain, and autocert GCS bucket (golang-tip-dev-autocert).
Also rename the existing production configuration files to mirror the
pattern in other directories. This is especially important now that
there are both production and staging configuration files.

x/tools/cmd/godoc uses at least one Go package from x/net as of
CL 157197.
Don't add it to signature because we don't want the signature to
change whenever new commits to x/net are pushed, causing tip.golang.org
to be redeployed. This is because x/net is not considered a critical
component of the website at this time, and that's not expected to
change soon.
When the website begins using modules, it will specify the x/net
version precisely and this decision will no longer matter.

We're turning down the old (and neglected) beta.golang.org godoc VM.
It's not different enough from tip.golang.org, which is more reliable
than it used to be.
Now beta.golang.org will just redirect to tip.

Fixes expired cert issue too, either by virtue of newer autocert, or
that we're no longer hitting some LetsEncrypt rate limit.
But we have a cache now at least, so we should be nicer to LetsEncrypt
when the process dies. I did see some process crashes (old?) in the
logs. So maybe we were crashing and re-hitting LE often.
Verified that the cert now expires:
Sunday, October 29, 2017 at 9:57:00 PM Pacific
and that it's cached in GCS.

Disable health checker - it only causes trouble if we're running on one
instance. We'd rather see "starting up" than to have nothing served and
the instance killed when it doesn't come up ready in time.

At some point we switched tip.golang.org to run in GKE, which
terminates TLS directly on port 443. This requires a new technique
for detecting a plain HTTP connection. In addition we may want to run
talks.golang.org on App Engine Flex, which uses an X-Forwarded-Proto
header to indicate HTTP, so let's prepare for that possibility.

gcloud command no longer requires preview for deployment and is showing
warning when command is executed:

If godoc didn't come up quickly enough, we would leave it running and
then try to start another one on the same port.
The new one would fail to start, being unable to bind to the address,
causing cascading failures.
Also increase the timeout to 10 minutes.

500 is considered to be healthy. Use 503 instead, so the instance is
considered unhealthy while the side is coming up.
Add some extra log statements that help debug instances from
application logs.
