Update dtc to 1.7.0 ( #7754 )

Dtc's latest version is 1.7.0. Therefore, update to this version. To support this version, set the SETUPTOOLS_SCM_PRETEND_VERSION to properly register the version and alter the logic to setting the root directory. Additionally, add check section according to Makefile.
Note that the SETUPTOOLS_SCM_PRETEND_VERSION is a workaround but will not be needed in future versions thanks to dtc commit cd3e2304f4a9c4f725dcc548082ccc6c89d078a4

Upgrade busybox to 1.36.1. This version contains the code for 4 of the patches therefore remove those patches. Additionally, added check section following the guidelines in the testsuite README. Note I am skipping tests which are known to be buggy by setting SKIP_KNOWN_BUGS.

SymCrypt: update c flags for clang ( #7699 )

A recent change added the -Wno-maybe-uninitialized flag to compilation for SymCrypt. However, SymCrypt for aarch64 is built with clang, which doesn't have that flag, causing a build failure. clang supports a semantically similar flag -Wno-conditional-uninitialized.
Fix is to set the C_FLAGS conditionally, in the same place we set the compiler.
