NativeModuleSample based on `cpp-lib` template (#991)
## Description

This PR intends to replace the existing sample at
`NativeModuleSample\cppwinrt` with a new `NativeModuleSample\cpp-lib`,
based on the `cpp-lib` template exposed in RNW 0.76.0.

Features of this new sample includes:
* Built-in support for supporting both New and Old Architecture app
projects
* Two example apps (one Old Arch, one New Arch) to showcase the E2E
works
* Upgrade from JS to TS
* Faster native builds thanks to building against the NuGet packages

### Why
The old sample is based on the Old Architecture, UWP-based C++ library
template. That template is not the target of active development, while
the new template is the new standard for RNW >= 0.76.0.

Prepare for soft-launch of new architecture (#988)
## Description
Closes #981 and  #980

### Why
We are soft-launching the new arch in 0.76, this aims to start the
documentation for this change! All feedback and contributions is
welcomed if not encouraged :)

Adds Experimental Fabric Calculator app (#963)
## Description
Resolves #953
Since this adds CI, each project gets built. By doing this, I found out
AppServiceDemo is no longer running. Turned of this test for PR for now
and added an issue to the repo:

Replace npm tag for yarn add (#967)
## Description

Replace `yarn add`  "latest" with a specific semver range.

### Why
Newer versions of yarn just add the tag name to the package.json, which
is a good way of messing up projects when new versions come out.

Restore a working website/yarn.lock so website builds (#957)
## Description

Adding a `yarn.lock` file for the `website` that works (i.e. the website
builds successfully).

### Why
While we do block unnecessary `yarn.lock` files in random folders, it
seems the `website` one might be necessary.

It looks like there may have been a breaking change in a `cheerio`
package that we're picking up when the CI builds because, without a yarn
lock to keep us on known good dependency versions, we get a broken
cheerio package.

## Description

Move the CalculatorNuget sample to the samples-old folder and remove it

With 0.75 we're essentially steering folks away from using the

## Description

This updates the various steps in our sample readme's with the CLI
commands going forward with RN 0.75.

### Why
Starting with RN 0.75, the preference is to call `npx
@react-native-community/cli` instead of `npx react-native` and also
we're deprecating the `npx react-native-windows-init` command in favor
of `npx @react-native-community/cli init-windows`.

## Description

This PR does multiple things in order to improve the RNW CLI
documentation, including:

* Creating separate pages for each CLI command
* Updating existing documentation to point to these new pages where
appropriate
* Updated Getting Started to use the new `init-windows` command
* Updated other references to the old `react-native-windows-init`
command with links to the new command and changed functionality
* Clarified references where we used "React Native Windows CLI" as a
generic term when we mean specific commands within the CLI

To improve out documentation in time for the 0.75 release.

### Why
Tried to use our CI documentation to add CI to a 74 application and it

figure out how to get CI working :)

### Why
Edit homepage to not display images when webpage is being viewed on
mobile. 'Prettier' was run on the source code creating more changes.

Update Debugging Documentation (#934)
## Description
Puts Direct Debugging before Web debugging and adds a recommendation to
use Web Debugging specifically with Hermes (which can be removed when
Hermes is fixed). Also removes developer menu from Web Debugging as it
is no longer there.

### Why
Updates documentation to better correspond to current state of debugging
in 0.74

Document current known issues with hermes direct debugging (#931)
## Description

This PR adds some (hopefully temporary) warnings about issues with
Hermes direct debugging.

### Why
Our priority is standing up Hermes w/ Direct Debugging as default
supported scenario, but we should keep users apprised of key known
issues that they may encounter while this work is in progress.

## Description

This PR updates our javascript debugging docs to reflect the state of
RNW 0.73.

### Why
There are various bugs opened against direct debugging Hermes in RNW,
this updates the docs to reflect the coming deprecation of web
debugging.

Tatiana Kapos 5f22fe79b9
Add TextInput windows-specific properties to documentation (#927)
## Description
Adds TextInput into components so we can document windows-specific
properties.

### Why
There is currently no documentation for these properties even though
they get used quite often. This adds a section to the components so it's
easily discoverable. But let me know if there's a better place for these
properties!

Resolves #916
