* Update TSA options and add TSA upload task
* Disable TSA onboarding in azure-pipelines.yml
* Update repository name and disable TSA in Azure Pipelines
* Enable TSA in azure-pipelines.yml and update tsaoptions.json
* Add new tools to tsaoptions.json
* Disable TSA for now, allowing the build the break for any issues.
