Remove ability to edit any collection through the frontend with Collections:Edit permission

Admin:Curation gives you the ability to edit collections owned by mozilla through
the frontend. Anything else (i.e., modifying other collections) must be done
through the admin tools.

Mathieu Pillard 8fb644f010 Use .update() instead of .save() in cron computing last updated date for add-ons 
.save() re-submits all fields, our .update() doesn't. May explain some
weird issues we've been seeing with _current_version being wrong, since
this happens outside transactions.

Remove support for overwriting `raise_on_failure` for XPI extraction. (#8521) 
This removes us catching random IOErrors during XPI extraction. We want
to see them, they should never happen.

Also, as we only do XPI extraction on the file-viewer this is low-risk
and doesn't affect regular uploads.

This commit also adds the ability for file_factory to copy fixtures that
match the applied filename to the actual location where the file-object
requires them to be. This Fixes our localepicker tests since they were
running into "file does not exist" errors previously, now we let them
raise.

Mathieu Pillard 6380c18c0f Re-index add-ons when changing a featured collection 
This was accidentally removed in #8544. This re-introduces the
index_addons call, and also makes sure it's called properly when
an add-on is removed from a featured collection as well.
