Also, since that setting only applies to Plus users, moved the
string to the non-localised strings. (The previous string might
come back in a future feature, but as I understand it, Pontoon will
remember it for easy re-translation.)

Prevent breach cards from overflowing on mobile
...
The minimum breach card size of $content-xs caused the breach
cards from overflowing on small screens. Removing that and reducing
some padding elsewhere, the cards are able to take up the space
they need on mobile.

More intuitive flag behaviour

The allowlist now only applies to disabled flags, allowing us to
enable those flags for specific users. The code now also makes more
explicit that you should always pass the user's email address, the
only exception being if they're not logged in. (It makes intuitive
sense that a flag can't be enabled for a specific user if that user
is not logged in.)
