refactor!: fully switch to Diataxis system

BREAKING CHANGE: This will break pretty much every link to our docs.
Awhile back we agreed to try and implement the Diataxis documentation
system:
https://diataxis.fr/
However, we only moved a handful of docs over and have been in a mixed
state of having docs following two separate structures (if you can call
the old way a structure) ever since.
The goal of this PR is to re-organize all the docs in the old structured
over to the new Diataxis-based structure. There are plenty of docs that
don't fit neatly in one place or the other, so this PR often takes a
best guess at where it belongs.
This PR also doesn't split up any individual files, though it does
sometimes move docs from directories to different places.

The ideas here have either already been implemented or have very few
details. Nowadays, releng-rfcs are the place to track this kind of
thing. Bugzilla, Github issues or the planning spreadsheet are also
used.

Remove empty 'architecture' section
...
It looks like the intent was to fill this out, but no one got around to
it. Let's remove it for now and re-add if anyone gets motivated enough
to start again in the future.
Though I think it makes sense for architecture docs to live next to the
repo that they are for, rather than in a centralized place like
relengdocs.

Adjust wording in merge-duty response e-mail to be less confusing
...
Previously the wording was ambiguous around whether `mozilla-central` or
`mozilla-beta` was the one bumped to XXX.0b1, which could confuse folks
who aren't familiar with the release model.
