Using a single-threaded apartment creates a race condition that triggers a
crash in a11y when it hooks InSendMessageEx. Since we're on a background thread,
we don't have a strongly compelling reason to use an STA when an MTA will work
just fine.

There were a couple of checks to clamp arguments in VRServiceTest.cpp.
The final landed patch reduced the arguments to 32-bit unsigned
integers, making these checks redundant.

The SDK headers may not be installed in /usr/include. The usual response
has been to have people run e.g. `open
/Library/Developer/CommandLineTools/Packages/macOS_SDK_headers_for_macOS_10.14.pkg`
which is not really sustainable.
This makes builds that happen on a macOS host try to detect their SDK
and use that as a default for --with-macos-sdk, which has the side
effect of enabling the SDK version check in that configuration.
