valeski%netscape.com 93959d48cc r=dbaron, sr=dougt. 97667. nsIInterfaceRequestor is now frozen. nsIInterfaceRequestorUtils.h is now required if you want to use do_GetInterface() for convenience. cls%seawood.org bf5fb48486 Replaced NO_SHARED_LIB & NO_STATIC_LIB with BUILD_SHARED_LIBS, BUILD_STATIC_LIBS, FORCE_STATIC_LIB & FORCE_SHARED_LIB. Added FORCE_USE_PIC. 
Changes allow us to have a finer control over which parts of the tree are built with PIC.  Part of the static build branch landing.
