* add_build_dependency isn't docker-worker specific, so just rename
* support_vcs_checkout modified to omit caches on native-engine
* don't download fingerprints on OS X; these hosts are configured with
the proper fingerprint via puppet

An interesting intermittent condition not previously handled.
We were incorrectly assuming that we always had a decode promise pending when a drain was requested.
If a change of content occurred when resuming from a waiting for data condition: we would have stalled forever as the waiting promise would never have been resolved even after new data was appended.

These prefs have been added close to two years ago:
dom.url.encode_decode_hash and dom.url.getters_decode_hash
The main reason for their existence was in case we encounter any web-compat issues. At this point the extra code is mostly useless, and flipping the pref may lead to crashes.

get_gtk_cursor attempts to use themed cursor icons for most css cursor types,
but left these two out. Now it will try to use the theme for these as well,
and fall back to the generic FF set used previously.
