Bug 1685078 - Support full <image> syntax in list-style-image as per spec. r=jrmuizel,TYLin

This allows supporting image-set(), etc, and simplifies the bullet frame
code significantly, too thanks to two changes:
* Instead of manually managing the image request, use the CSS image
loader, with the `REQUEST_REQUIRES_REFLOW` flag, to handle image
loads correctly. This didn't exist when this code was initially
implemented, but we can nicely use it now.
* Instead of re-implementing another WebRender command-builder thing,
we can just reuse the nsImageRenderer code.

The changes should be trivial.
The third_party changes are up for review in
https://github.com/servo/rust-cssparser/pull/277 (and of course I'll
land with a bump to 0.28 rather than the override after that gets r+'d).
The basic idea is that with this we have the actual start offset of the
rule, so we wouldn't include html comments or other invalid stuff we
discard during sanitization in bug 1680084. But that's a separate
change.

Currently, there's no way to tell whether the SIDEWAYS bit is set from
`writing-mode:sideways-*` or `writing-mode:vertical-*; text-orientation:sideways;`.
To be able to tell them apart, split SIDEWAYS bits into VERTICAL_SIDEWAYS
and TEXT_SIDEWAYS. This is needed by my proposed solution in bug 1102175.
Also, provide convenience methods related to sideways writing-mode, and replace
obscure checks in the codebase.
Note that we don't have the use cases to distinguish vertical-rl from
sideways-rl in layout, but for the completeness, IsSidewaysLR() is still
defined.

Bug 1467277 - Bump euclid to 0.18 for style, style_traits, malloc_size_of, and tests. r=emilio
...
In order to drop old euclid version, we still need to bump euclid for
plane-split and gfx/*. However, it needs more update and is not related to
this bug, so let's do that in other place. Here, we bump euclid to
0.18.1, and update style/values/generics/transform.rs for it.

Just leaving enough for style and tests to compile. Otherwise it's really
confusing, specially when looking for webidl stuff, and can confuse contributors
too.
I prefer to keep the rest as is, since the rest I do sync (semi) manually.
