This just contains the first steps.
We apply a naive algorithm: Spanning cells apply a pressure equal to `block_size / rowspan` on each row they are in. We move table row block size computation into the tables, and make it two pass. In the first pass we compute the sizes of each row, and in the
second pass we assign them, adding them up for any involved cells.
This is missing:
- [x] Accounting for border sizes
- [x] Applying pressure to rows that are not the row containing the cell
- [ ] Reducing pressure on future rows if the current row is able to accomodate more of the cell
- [x] For tables containing both rows and rowgroups, reset the rowspan info when we hit a rowgroup
- [x] Correctly handle overflowing rowspans

The key here is that we only filter longhands if the shorthand is accessible to
content and vice-versa. This prevents the bug that prevented me to land this
patch before, which was us not expanding properly chrome-only shorthands.

The original sync work excluded changes to metadata files under tests/wpt/mozilla under the assumption that any change in test results indicated an existing intermittent issue. This is incorrect, because these tests rely on shared infrastructure with upstream, so the results can be influenced by syncing.

This should help us better understand the actual underlying cause of frequent CI failures like #13509. In particular, we will be able to state with confidence whether an IPC message is being dropped while the font cache thread is still alive, or whether the dropped sender was in a message that was in the queue after the font cache thread was shutdown.

The TextInput::assert_ok_selection() method is meant to ensure that we
are not getting into a state where a selection refers to a location in
the control's contents which doesn't exist.
However, before this change we could have a situation where the
internals of the TextInput are changed by another part of the code,
without using its public API. This could lead to us having an invalid
selection.
I did manage to trigger such a situation (see the test added in this
commit) although it is quite contrived. There may be others that I
didn't think of, and it's also possible that future changes could
introduce new cases. (Including ones which trigger panics, if indexing
is used on the assumption that the selection indices are always valid.)
The current HTML specification doesn't explicitly say that
selectionStart/End must remain within the length of the content, but
that does seems to be the consensus reached in a discussion of this:

The test case I've added here is currently undefined in the spec which
is why I've added it in tests/wpt/mozilla.

Lazy load fonts in a FontGroup
The first commit message explains this so I'll just copy it here:

This is a step towards fixing #17267. To fix that, we need to be able to
try various different fallback fonts in turn, which would become
unweildy with the prior eager-loading strategy.
Prior to this change, FontGroup loaded up all Font instances, including
the fallback font, before any of them were checked for the presence of
the glyphs we're trying to render.
So for the following CSS:
font-family: Helvetica, Arial;
The FontGroup would contain a Font instance for Helvetica, and a Font
instance for Arial, and a Font instance for the fallback font.
It may be that Helvetica contains glyphs for every character in the
document, and therefore Arial and the fallback font are not needed at
all.
This change makes the strategy lazy, so that we'll only create a Font
for Arial if we cannot find a glyph within Helvetica. I've also
substantially refactored the existing code in the process and added
some documentation along the way.

I've added some tests in the second commit, but it required quite a bit of gymnastics to make it possible to write such a test. I'm not sure if the added complexity to the production code is worth it?
On the other hand, having this infrastructure in place may be useful for testing future changes in this area, and also possibly brings us a step closer to extracting a library as discussed in #4901. (What I mean by that is: it reduces coupling between `FontCacheThread` and `FontContext` -- the latter would have a place in such a library, the former wouldn't.)

It tries to serialize unquoted family names as a series of identifiers. For family names which contain special white spaces like leading white space, trailing white space, and consective white spaces, unquoted names are marked quoted in parsing to avoid complicating serialization code.

The reason why bug 1355721 regressed this is because in non-e10s we definitely
flush before parsing the standards quirks-mode. And bug 1355721 introduced an
unconditional UpdateStylistIfNeeded, unless the counter style / font
equivalents.
That means that the stylist wouldn't remain on its initial state after the first
flush, which itself means that when the compat mode changed, the UA and user
rules were already on the stylist with the quirks mode keys. That makes
class-names be keyed in ascii lowercase.
After that no user style changed, so no rebuild happens for the cascade data in
the user origin, so we keep looking at the wrong keys indefinitely.
We should try to avoid the flush there and ensure that by the time we create a
pres shell the quirks mode is already up-to-date...

Right now Gecko uses a whole `Stylist` for stuff like XBL / Shadow DOM.
That's not great, because it has tons of unrelated logic, and also eats up a lot of memory. Also, it prevents us to optimize style changes in shadow hosts the same way we do for the document.
These patches mostly rejigger stuff around so that you can define a `DocumentStylesheetSet` and then an `AuthorStylesheetSet`, which would contain just the Shadow DOM sheets / XBL resource sheets.
It still doesn't introduce any use for the later, but that will come later.
There's a patch in this PR that requires Gecko changes, posted in https://bugzilla.mozilla.org/show_bug.cgi?id=1436798.

This correctly implements the boldness and stretchiness properties for Freetype fonts. This also modifies the metric used to select fonts so that it takes account of stretchiness and italicness instead of just boldness. Finally there is a test of font selection (and thereby that fonts are having their boldness/italicness correctly read).
These were originally part of an old and abandoned pull request. I've rebased the changes and modified them to make them work with some name changes.

Issue #17321. Under Linux, using "font-family: sans-serif" previously
caused Servo to select the "UltraLight" face (of DejaVu Sans). There were
two reasons for this:
1. Font weight was only retrieved from the OS/2 table for bold faces.
This neglected to retrieve the weight information for "lighter than
normal" weight faces. This meant that the UltraLight face appeared as
normal weight, and was selected.
2. Retrieval of font stretch information from the OS/2 table was not
implemented at all.

In particular, every time that there's at least more than one identifier, switch
to quoted family name, since the reconstruction of the serialization will be
lossy anyway.
This allows us to avoid copies and all that.
What Chrome implements doesn't make much sense in the sense that they always
serialize:
font-family: "foo"; -> font-family: foo;
font-family: foo bar; -> font-family: "foo bar";
font-family: foo\ bar; -> font-family: "foo bar";
This patch makes us match on the second case, but not on the rest, because I
think Gecko's behavior is preferable in those cases.
