Instead of copying and concatenating strings into an mDest buffer in
SamplerStackFramePrintfRAII, require callers to keep the string buffer alive
for the duration of the current scope, and store the pointer to the annotation
string in the ProfileEntry. During stackwalking, concatenate the label and the
annotation (separated by a space) and store the resulting string in the
profile buffer.

This function is an infallible alternative to nsIURI::GetSpec(). It's useful
when it's appropriate to handle a GetSpec() failure with a failure string, e.g.
for log/warning/error messages. It allows code like this:
nsAutoCString spec;
uri->GetSpec(spec);
printf("uri: %s", spec.get());
to be changed to this:
printf("uri: %s", uri->GetSpecOrDefault().get());
This introduces a slight behavioural change. Previously, if GetSpec() failed,
an empty string would be used here. Now, "[nsIURI::GetSpec failed]" will be
produced instead. In most cases this failure string will make for a clearer
log/warning/error message than the empty string.

good indication that there is heavy activity. If we don't regularly

triggered by the CC forcing the GC to finish. Increasing the limit may
cause memory to be somewhat higher for these users, but that is better

I've got it! Let's just wrap the JS thing in an XPCOM thing that duplicates
its fields with a different ownership model! We totally need another one of
those, right? And we could even stick it in XPConnect! </sarcasm>
In seriousness - the code to own, format, and display error reports is
currently spread between the JS engine, JSErrorReporters, an async Runnable
abstraction, and elsewhere. We need to condense it somewhere to start chipping
away at this mess.

If we exceed the desired length of time between ICC slices, proportionally scale up the slice budget to try to ensure a constant amount of collection work is done per unit of time, even when the browser is under heavy load.
As part of this, track the time the last slice from the current ICC ended.
