When a root favicon is stored, we should remove expired associated favicons,
otherwise these would never be expired if the page doesn't store new associated
favicons.
This should partially solve the problem of favicons we wrongly associated in
the past, provided the page defines some favicons.

test_recommendations.js has one test that verifies that an unsigned
add-on is not recommended. In order to load an unsigned add-on, it
needs to disable signing. Signing can however not be disabled when
MOZ_REQUIRE_SIGNING=1. So skip the test if require_signing is set.

This was reading the confguration from requriements.txt which only
works in the simple case where that's a list of package names. In
practice the only thing that cares about this file is tox and it already

./mach wpt-unittest command will run tox in testing/web-platform/tests/tools
and testing/web-platform/tests/tools/wptrunner. It does some hacking to update
the requirements.txt files so that we use the in-tree versions of packages
rather than updating from pypi; this involves temporarily rewriting the files
since I couldn't figure out a good way to get tox to install something different.

Default app behavior for when a crash occurs involves starting an Activity that
lets users submit a crash report and maybe provide additional info.
In the event of a crash we want to restore for the user all previous tabs, this
Activity being the component that saves the CRASHED status that will trigger
the restore process.
On Android Q, when a crash notification is posted but ignored by the user, upon
starting the app would not know it crashed and it would not try restoring tabs.
Executing the "save CRASHED status" logic whenever a crash occurs, irrespective
of if we'll show the Activity or just post a notification ensures users will
always have their previous tabs restored.
