Cue might have negative length because user can set cue's end time via `TextTrackCue`'s API and the spec doesn't have strong restriction that the end time should be equal or larger than the start time of the cue.
As the negative length cue won't be displayed, we have no need to add it to the `other cues`.

According to the spec [1], `current cues` and `other cues` should only contain cues from `hidden` or `showing` text tracks.
In this patch, text track would be responsible to add `current cues` and `other cues` to the cues list by calling `GetCurrentCuesAndOtherCues()`.
If the text track is disabled, then it won't add any cues to the cues list.
In addition, in order to reduce the size of `other cues` (as actually we don't need to process all cues in the `other cues`), we use the time interval to only get the cues which are overlapping with the time interval.

We limited the search for a SPS/PPS change to keyframe only in bug 1469257.
However this causes issues if the first frame containing a SPS/PPS isn't a keyframe.
We also need to error on content with no SPS/PPS as to inform the caller that something is amiss. Such content was invalid to start with.

This is legwork for adding MOZ_KNOWN_LIVE, because it puts the conversion to
nsIPrincipal& inside the future MOZ_KnownLive. Most of the changes are just
moving code around a bit and switching prepend() calls for append() calls as a
result.
I have verified that the only change in the generated code is the
addition of NonNullHelper() calls. A diff of the generated code is available

The only caller of `TouchManager::PreHandleEvent()` is
`PresShell::EventHandler::HandleEventWithCurrentEventInfo()` which is guaranteed
that it never handles untrused event by bug 1536353. Therefore, we can make
`PresShell::EventHandler::PrepareToDispatchEvent()` call it instead. That's
better place from the point of view of semantics and making
`PresShell::EventHandler::PrepareToDispatchEvent()` simpler.
Note that this may cause changing the score of a telemetry probe,
"INPUT_EVENT_QUEUED_APZ_TOUCH_MOVE_MS" because it will include the time of
the runtime cost of `TouchManager::PreHandleEvent()` when the event is an
`eTouchMove` event and handled by APZ. However, this was expired in 60.
So, we don't meet any changes with this patch actually.

On some low end GPUs, clip mask rendering can be a significant
GPU cost. One way to reduce this is to support segment rendering
on more primitive types, to reduce the size of clip masks.
This patch adds support for pictures that have clip masks
to take part in segment rendering. This can significantly
reduce the number of fragments that must be drawn into a clip
mask for off-screen picture surfaces.
In future, WR can take advantage of segment rendering to use
clip mask shaders that handle only a single corner at a time.
This will be a further significant performance win to clip mask
render time.

Apparently importing a certificate into the NSS certificate DB is slow enough to
materially impact the time it takes to connect to a site. This patch addresses
this by importing any intermediate certificates we want to cache from verified
connections on a background thread (so the certificate verification thread can
return faster).

There's only one place using the NEWEST_IA2_IDL and accompanying

Originally we stored the new information about installation defaults in
installs.ini since older versions of Firefox would throw away any new data in
profiles.ini any time they made changes to the profiles. That does however mean
we have to load two files on startup.
This changes things so that we save all the data in profiles.ini as well as a
version tag and still save the install data into installs.ini. An older version
will throw away the install data and version tag from profiles.ini but leave
installs.ini alone. On startup if the version tag is gone from profiles.ini then
we reload the install data from installs.ini and put it back into profiles.ini.
At some point in the future where we don't care about supporting older versions
of Firefox we can just drop installs.ini entirely.
A lot of the changes here involve moving to loading profiles.ini into an
in-memory ini, keeping it up to date and flushing it to disk. This means that we
no longer throw away any information in the ini file that this version does not
understand allowing the possibility of adding new data to this file in the
future.
