Currently, there's no way to tell whether the SIDEWAYS bit is set from
`writing-mode:sideways-*` or `writing-mode:vertical-*; text-orientation:sideways;`.
To be able to tell them apart, split SIDEWAYS bits into VERTICAL_SIDEWAYS
and TEXT_SIDEWAYS. This is needed by my proposed solution in bug 1102175.
Also, provide convenience methods related to sideways writing-mode, and replace
obscure checks in the codebase.
Note that we don't have the use cases to distinguish vertical-rl from
sideways-rl in layout, but for the completeness, IsSidewaysLR() is still
defined.

In order to drop old euclid version, we still need to bump euclid for
plane-split and gfx/*. However, it needs more update and is not related to
this bug, so let's do that in other place. Here, we bump euclid to
0.18.1, and update style/values/generics/transform.rs for it.

- getComputedStyle(elem) for url() listStyleImage uses the resolved URL
and elem.style uses the original URL

and elem.style uses the original URL
I updated the test failure expectations by removing the corresponding `.ini` file.

This code used to insert duplicate entries to avoid expensive shuffling of the LRU cache. With uluru this is no longer necessary, because reordering the cache is cheap.
Now it uses the `LRUCache::find` method from uluru 0.2 to update entries in-place. This should increase cache hits by eliminating unnecessary evictions.
This PR also updates `arrayvec` because `uluru` depends on it, and `immeta` because it depends on `arrayvec`.
