The I/O helpers for DBus are based on |RawDBusConnection|'s |Send*| and
|Watch| methods. Moving them out of this class will make them available
to other modules.
The header files for DBus IPC forward declare several DBus types in
a way that interferes with the actual declarations. It's better to
include the DBus headers directly
These config options can be defined in ~/.mozbuild/machrc or topsrcdir/machrc.
Aliases work similar to the identically named option in an hgrc.
For example:

Runtime configs have been implemented for awhile, but disabled. This patch
enables configuration. Config files will be loaded in the following order
(later files override earlier ones):
1a. $MACHRC
1b. $MOZBUILD_STATE_PATH/machrc (if $MACHRC is unset)
2. topsrcdir/machrc
3. CLI via --settings
Note: .machrc may be used instead of machrc if desired.

This adds a |mach settings locale-gen| subcommand to automatically generate locale
specific documentation for settings. It also refactors |mach settings-create| to
|mach settings| and moves |mach settings| to |mach settings -l|. Finally it performs
some misc cleanup mostly related to locales.

Some sections should support user-defined options. For example, in an [alias] section, the option names
are not well-defined, rather specified by the user. This patch allows user-defined option names for any
section that has a 'section.*' option defined. Even with 'section.*', option types are still well-defined.

Defining settings was a little complicated. First it required overriding a '_register_settings'
method, and then it required making N calls to a second 'register_setting' method within that.
This patch simplifies the process of defining settings by only requiring a
'config_settings' attribute. This attribute should be a list of tuples:

]
`default` and `choices` are optional. Alternatively, 'config_settings' can be a callable
that returns a list of tuples in the same format. This still allows for greater flexibility
for more advanced cases.

This adds the INDIVIDUALS view state to the memory panel, renames "dominator
tree display" to "label display", and adds a view for listing the individual
nodes in a census group and inspecting each nodes' retaining paths.

Removing these checks causes crashes when trying to upgrade a <= 17 db to >= 23:
(A) upgradeDatabaseFrom17to18 calls createReadingListTable, and we create the table using the new (>=23 schema).
This schema has no "read" column.
(B) upgradeDatabaseFrom22to23 migrates the same table. As part of the migration it tries to select the "read"
column, and we crash because that doesn't exist. This was prevented by an early return if didCreateReadingListTable
was set.
It looks like removing the didCreateTablsTable checks is OK because the migration only adds a foreign-key constraint,
and doesn't depend on any columns that didn't exist in the initial version of the migration. However it seems wasteful
to run the migration on a table that is already in the expected state. Moreover not having table-created checks is
not safe in most cases, and having these checks should be the default pattern - especially in case any future migrations
affecting the same table are added.
