Bug 1366870 - Part 2: Set initial tab title to URL's hostname until we know the actual page title. r=dao

We currently show a full URL as the initial tab title (e.g. "https://www.mozilla.org/en-US/ ") until the page loads and we know the actual page title. When loading multiple tabs, such as during session restore, many tabs will have the same undifferentiated tab title prefix like "https://www ....". Since the URL scheme and "www." subdomain are not meaningful to users, just show the URL's hostname without any "www." prefix (e.g. "mozilla.org").
Other browsers' initial tab titles for comparison:
* Firefox 54 uses "Connecting...".
* IE11 uses the same "hostname without www" placeholder as this changeset.
* Edge uses "Blank page".
* Chrome uses "Loading..." on Windows and "Untitled" on Mac.
* Safari uses "Untitled".

This test case documents the current behavior of about: pages's initial tab titles. The fix for bug 1364127 caused about: pages' initial tab titles to show their about: URIs until their actual page titles are known, e.g. "about:addons" -> "Add-ons Manager". This is bug 1371896. Previously, about: pages' initial tab titles were blank until the page title was known.
This test case uses the about:robots page because its title is not localized, which makes testing easier.

Since committing will do IO on the main thread, it would be better to do it on
an idle thread instead. We have to change JavaScript code too because now the
API is asynchrous.
This patch also updates its xpcshell test.
Now mozilla::widget::AsyncDeleteAllFaviconsFromDisk will get profile directory
on the main thread to prevent it happens on off-main-threads, thus prevents
off-main-thread assertion.

The current way to configure compare-locales has a lot of
assumptions that make our l10n system really stubborn.
The generic configuration is independent of python, and uses
toml files for configuration. They're still modular, but
there's only one file format.
See http://moz-l10n-config.readthedocs.io/en/latest/fileformat.html
for the specification.
Also fixes a few nits in filter.py, where we compared the
entity key as bool, which is false if we pass in ''.
Explicitly compare as "entity is None" to be precise about
when we're checking files.

Currently in the location bar we don't match the search bar's
behavior of allowing the user to use their currently selected
search suggestion with a one-off search engine. This is due to
logic which is intended to not search for autocompleted text,
instead favoring only what the user has actually typed. This patch
adds an exception to that logic for search suggestions.

The current way to configure compare-locales has a lot of
assumptions that make our l10n system really stubborn.
The generic configuration is independent of python, and uses
toml files for configuration. They're still modular, but
there's only one file format.
See http://moz-l10n-config.readthedocs.io/en/latest/fileformat.html
for the specification.
Also fixes a few nits in filter.py, where we compared the
entity key as bool, which is false if we pass in ''.
Explicitly compare as "entity is None" to be precise about
when we're checking files.

macOS doesn't really have a maximized mode; it has a "zoomed" mode which we treat as "maximized" sizemode, and it has a fullscreen mode. When you zoom a window, it's supposed to resize to its "natural" or "best" size, which is for most apps the smallest size that does not require scrolling. In Firefox we just say that filling the whole screen is our "best" size. But if a window is zoomed, you can still move it by dragging its title bar. For example, you may want to do that if you want to move it to a different screen.
Mac apps usually don't change their appearance at all if they enter the "zoomed" size. They only do that if you make the window fullscreen. The native full screen mode on Mac is much closer to the maximized mode on Windows than the zoomed mode is.
Recent versions of macOS have changed the default action of the green window button to be fullscreen instead of zoom. You can now only zoom windows by double clicking the title bar or clicking the green button while holding Alt.

Unfortunately, adding the scroll event listener to the message manager global
didn't work in non-e10s mode so I just do the original thing in the non-e10s
case.
