This patch contains two parts below:
1. mNeckoTarget
Since almost all child channels in necko need mNeckoTarget to dispatch runnables to main thread, it seems worth to have a holder class of mNeckoTarget and ask child channels to inherit it.
2. ChannelEvent
A lot of classes in FTPChannelChild and HttpChannelChild inheriting ChannelEvent and override GetEventTarget. It should be worth to extract the same code and put it in the same space.
There's an antipattern where nsLiteralString is used as an unnecessary intermediary in converting from CharT* to CharT*,
e.g. CallAFunctionThatTakesACharPointer(NS_LITERAL_CSTRING("foo").get());
or
NS_NAMED_LITERAL_STRING(foo, "abc");
CallAFunctionThatTakesACharPointer(foo.get());
This patch rewrites the callsites that can be trivially changed to use char*/char16_t*.
I'd somewhat like to remove nsTLiteralString::get() altogether, but in code that's less straightforward than these examples, get() is useful enough to keep.

Giving '0' (literal zero) to nsCOMPtr is now ambiguous, as both
nsCOMPtr(decltype(nullptr)) and nsCOMPtr(T*) could be used.
In any case, our coding standards mandate the use of 'nullptr' for pointers.
So I'm changing all zeroes into nullptr's where necessary.

This function is an infallible alternative to nsIURI::GetSpec(). It's useful
when it's appropriate to handle a GetSpec() failure with a failure string, e.g.
for log/warning/error messages. It allows code like this:
nsAutoCString spec;
uri->GetSpec(spec);
printf("uri: %s", spec.get());
to be changed to this:
printf("uri: %s", uri->GetSpecOrDefault().get());
This introduces a slight behavioural change. Previously, if GetSpec() failed,
an empty string would be used here. Now, "[nsIURI::GetSpec failed]" will be
produced instead. In most cases this failure string will make for a clearer
log/warning/error message than the empty string.

- NS_IMETHODIMP F() final {...} --> NS_IMETHOD F() final {...}
Using NS_IMETHOD is the preferred way of marking in-class virtual methods.
Although these transformations add an explicit |virtual|, they are safe --
there's an implicit |virtual| anyway because |override| and |final| only work
with virtual methods.

This patch makes most Run() declarations in subclasses of nsIRunnable have the
same form: |NS_IMETHOD Run() override|.

NSPR_LOG_MODULES is deprecated.
Programs in the test directory still use PR_NewLogModule,
so NSPR_LOG_MODULES is accurate for them. Getting these
to link against libxul for LazyLogModule is still to do,
so leave those for now.
