PluginContent listens for a particular type of Decoder Doctor notification.
Specifically, it listens for ones of type "cannot-play" for mimetypes that
include "application/x-mpegurl". If PluginContent sees that notification,
and we've already shown the Click-to-Play notification, then what we're
dealing with is web content that is probably using Flash to decode an
HLS feed. Because we don't want to spring up the Click-to-Play
PopupNotification on a Decoder Doctor notification (which might happen
at any time), we show the Hidden Plugin notification bar instead
to alert the user that they might need to enable Flash to view the
HLS feed.

Bug 1299411 - Pass port parameter to port.onMessage r=kmag

This should have been a part of bug 1298810, but that only set the
argument for native messaging ports, which does not use Port from
ExtensionUtils. The port parameter must also be included in runtime's
Port.onMessage to avoid regressions when the port implementations are
unified and native messaging starts using runtime's Port.
Note that starting from this commit, multiple onMessage listeners
receive the same (cloned) message instead of a new clone per listener.
This is a side effect of using `fire.withoutClone` instead of `fire`:
`fire` clones all parameters, but ports are not cloneable so we have
to use `fire.withoutClone` instead. This change with regards to message
cloning is fully compatible with Chrome's messaging API (which also
passes the same message object to all `port.onMessage` calls).

Bug 1311178 - Expose some DevTools CSS as resource:// only. r=ntim

For CSS files which were used via both chrome:// and resource://, I converted
all usages to resource:// and removed the chrome:// copy to reduce file
duplication.
I believe most DevTools CSS could be using resource:// throughout, but that's
left as follow up work for now.

This removes the obsolete toolkit directory. A few references to dialogOverlay
have been updated to just used <dialog> directly. The InlineSpellCheckerUI var
has also been moved directly to browser.js and defined as lazy getter.

Bug 1287007 - Fix timing issue in browser_ext_windows_create_tabId.js r=billm

When tabs.onUpdated is called before the promise of windows.create
resolves, the test fails.
This test failure was observed on almost every try run with non-e10s,
and sometimes (rarely) with e10s.
