This patch passes a message through the HangMonitor channel when navigating
through history to cancel content JS that could hang the chrome JS in the
content process responsible for history navigation. If the content JS is
actually canceled, this also disables the BF cache for the current page, since
it could end up in an inconsistent state due to the JS cancellation.

ContentVerifier has been dead code since bug 1355166 (which, incidentally, means
it has no tests). Its presence is preventing improvements to
ContentSignatureVerifier (see e.g. bug 1534600), so this patch removes it.
As a result, the nsILoadInfo attributes verifySignedContent and enforceSRI are
also unused, so this patch removes those as well.

This is accomplished via prefs rather than using a reftest attribute because
it's easier to get the right persistence (that is, how long the fixed margins
stick around) this way. The downside is that someone reading the reftest page
needs to look at the test- or ref-specific prefs in reftest.list to get a full

If user disables clipboard events, it means that they don't want to expose
clipboard data to web apps even if web apps cannot handle "paste" operation.
Therefore, they must not want to leak clipboard data with `InputEvent.data`
and `InputEvent.dataTransfer`.
This patch makes `InputEvent::GetData()` and `InputEvent::GetDataTransfer()`
returns empty string or new `DataTransfer` object which has only empty string
if:
- They are called by content JS.
- The event is a trusted event.
- `inputType` value is `insertFromPaste` or `insertFromPasteAsQuotation`.
The reason why we don't return null for both is, Input Events spec declares
`data` or `dataTransfer` shouldn't be null in the `inputType` values. And
the reason why we don't return empty `DataTransfer` is, web apps may expect
at least one data is stored in non-null `dataTransfer` value.

SVG performance with the fallback path with WebRender is very bad. This
patch avoids fallback by always producing a rasterized surface we store
in SurfaceCache, but also clamping the size consistently to a configured
maximum. This will cause us to upscale rasterized SVGs which is
undesirable visually but is a lower risk change that we can uplift to
beta than fixing the underlying performance issue.

Normally you wouldn't want localhost or *.local domain to be resolved by a
remote resolver.
This patch makes sure that even if we are in TRR-only mode, we still
successfully resolve the domains specified by network.trr.excluded-domains
using native DNS.
Also fixes bug in TRRService::ReadPrefs where we didn't clear mExcludedDomains
before reading the pref.

Re-enabling the PGO jarlog, which was unexpectedly disabled since Firefox 56
showed a regression on Windows 7, due to the use of mozilla::ReadAhead,
which on Windows 7 does explicit I/O on the caller thread.
While there may be some benefit from doing so, evidence says the
opposite, which is presumably due to the amount of data being loaded not
being relevant in every case: the jarlog is gathered from a first-run,
which has a different jar-loading profile from subsequent runs of
Firefox.
While we may want to improve the situation later on, the immediate thing
we can do is stop doing this explicit read, while keeping the OS
readahead hints on other platforms, which don't imply explicit I/O.
All this does is effectively get us back to the same state as if jarlogs
were disabled like it was since Firefox 56, for Windows 7 only.
aFd not being used anymore, the code could be cleaned up a lot, but we
may reintroduce the readahead later, so keep the status quo for now.
