sspitzer%netscape.com 995e63c55d make the default of of the "browser.startup.page" be 3, so that we use 
the new "browser.startup.splash" pref.

set the default for "browser.startup.splash" to be http://www.mozillazine.org, until
bug #7417 gets fixed.
