Restrict add-on detail API access for unlisted/deleted add-ons further
...
- Deleted add-ons can only be seen by admins. As far as anyone else is
concerned they don't exist anymore.
- Unlisted add-ons can only be seen by their authors, admins and reviewers
with a specific permission (not "basic" reviewers)

Remove sideloading distinction when uploading add-ons
...
As a side-effect, all unlisted add-ons are now automatically set to
"Fully Reviewed" when they are uploaded. Previously they were either
set as Preliminary Reviewed or Fully Reviewed.
