* Validate tar files more thoroughly and automatically like we do for zip files

We were already validating "manually", at upload time, this creates a wrapper
around TarFile.open() to do it automatically at all times, much like we do
with SafeZip for zip files.

Add further optimization to IP search (#19705) 
This adds a `log_activity_ip.id IS NOT NULL` to the query, hopefully
helping the GROUP BY ignore non relevant activities. They would have
otherwise been filtered away but in a much less efficient manner.

On dev, this makes a particular search query that returns a couple
QA users with tons of activities go from ~ 1min30 to ~ 4secs, while
keeping the same results.
