Paul McLanahan e7ef68f8ee Remove SECRET_KEY from all .env files 
It turns out we don't need them because we have a default value
in settings/base.py. This covers the cases where we need to run
management commands during the build and test phases. Real
SECRET_KEY values are set in all of our running instances of
the site.

Paul McLanahan f840884c2b Allow normal "img/" path prefix for helper functions 
Functions like `l10n_img`, `platform_img`, `lazy_img`, and
`high_res_img` all wanted the image path to be passed in without
the `img/` prefix, but the normal `static` function did want that.
This change allows the developer to be consistent and use the same
path for all of the image calls.
