Changes --enable-verify-mar to be the default. Builds that want to disable mar verification will need to specify --disabled-verify-mar.
Removes --enable-verify-mar from Firefox's mozconfigs since it is no longer needed.
Re-enables app update browser chrome tests on ASAN that were disabled due to the ASAN mozconfigs not specifying --enable-verify-mar.
This also makes the same app update browser chrome tests on code coverage builds due to the code coverage mozconfigs not specifying --enable-verify-mar.

And remove the manual --enable-dmd in in-tree mozconfigs, as well as
--enable-profiling, which is implied by --enable-dmd.
This disables DMD on add-on-devel builds, which don't look like they
were actually meant to have DMD enabled in the first place (they only do
because they use the nightly mozconfig on all branches, and as a matter
of fact, the nightly mozconfig didn't enable DMD before bug 1409739)
This enables DMD on mingw builds with the same conditions applied as
other platforms, meaning that it's not enabled on opt builds on release
branches.
And this enables DMD on plain builds, which, from this perspective,
reflect local developer builds, and this is the expected effect.

We want most builds to be actually using sccache, so we include
mozconfig.cache from mozconfig.common. However, since the --with-ccache
configure option doesn't exist on non-compile jobs (e.g. artifact
builds), we move to using the CCACHE environment variable instead, which
allows us to unset it in mozconfig.no-compile.
And since mozconfig.no-compile is always included where no_sccache is
set, we can remove that variable.

LLVM_CONFIG, per the contents of toolkit/moz.configure, is tied to
--enable-stylo, but it currently is set on all types of builds. It
currently happens to work, but it's actually not meant to, and sure
enough, the fix for bug 1374727 exacerbates that.
So we create a new mozconfig.stylo file that enables stylo and sets
LLVM_CONFIG, such that only build types that do enable stylo have
LLVM_CONFIG set.

Include mozconfig.rust in the common mozconfig so all jobs
will have the same rust config.
Automation mozconfigs all inherit from mozconfig.common,
so we can include mozconfig.rust there and not need it
anywhere else.
Remove --enable-rust from mozconfig.rust now that it's
the default. We only need the RUSTC and CARGO path
variables so jobs can find the toolchain installed from
the tooltool manifest. Also some automation jobs reject
the configure option if we set it unconditionally.
The --enable-rpath comment is no longer necessary; rust has
been consistently built this way for some time.

This commit switches Windows builds from Visual Studio 2013
to Visual Studio 2015 Update 1.
Previously, Visual Studio was installed on the builders as part
of the base system image. Starting with this commit, we obtain
Visual Studio from a pre-generated, self-contained archive
containing the executables, Windows SDK, and other support
files. This means that new Windows toolchains can be installed
without having to modify configuration of machines in automation!
The mozconfigs for Visual Studio 2015 are a bit different from
existing mozconfigs.
Because it appears to be completely redundant and not necessary,
the LIBPATH variable has been dropped.
The order of paths in PATH, LIB, and INCLUDE has changed. The new
order more accurately reflects what would be defined by
vcvarsall.bat.
As part of switching to Visual Studio 2015, the Universal CRT is
now required. So, the 2015 mozconfigs export WIN_UCRT_REDIST_DIR
to define the location to those files.
The switch to Visual Studio 2015 also involves the switch from
the Windows 8.1 SDK to the Windows 10 SDK. However, we still
target an old version of Windows, so this hopefully shouldn't
have any significant fallout.
It's worth noting that switching to Visual Studio 2015 makes
builds - especially PGO builds - significantly faster. Our
PGO build times in automation are ~1 hour faster. Our regular
builds appear to be a few minutes faster.

The patch removes 455 occurrences of FAIL_ON_WARNINGS from moz.build files, and
adds 78 instances of ALLOW_COMPILER_WARNINGS. About half of those 78 are in
code we control and which should be removable with a little effort.

'make check' is somewhat special in that we want to trigger testers
before it finishes. Since moving sendchange into mach is difficult and
'make check' may be going away in the future anyway, just pull it out
for now.
Also remove the MOZ_AUTOMATION_*_SENDCHANGE flags since we aren't using
them.
It was only used to define -jN to control build parallelism. This is
now set automatically as of part 1 of this patch series and therefore
isn't needed.
