it possible to build the kryo cpufreq driver as a module, but it failed
to release all the resources, i.e. OPP tables, when the module is
unloaded.
This patch fixes it by releasing the OPP tables, by calling
dev_pm_opp_put_supported_hw() for them, from the
qcom_cpufreq_kryo_remove() routine. The array of pointers to the OPP
tables is also allocated dynamically now in qcom_cpufreq_kryo_probe(),
as the pointers will be required while releasing the resources.
Compile tested only.

There is some rare cases where CPB (and possibly IDA) are missing on
processors.
This is the case fixed by commit f7f3dc00f6 ("x86/cpu/AMD: Fix
erratum 1076 (CPB bit)") and following.
In such context, the boost status isn't reported by
/sys/devices/system/cpu/cpufreq/boost.
This commit is about printing a message to report that the CPU
doesn't expose the boost capabilities.
This message could help debugging platforms hit by this phenomena.

The invocation of the ->setpolicy() cpufreq driver callback should
be equivalent to calling cpufreq_governor_limits(policy) for drivers
with internal governors, but in fact it isn't so, because the
temporary new_policy object is passed to it instead of the updated
policy.
That is a bit confusing, so make cpufreq_set_policy() pass the
updated policy to the driver ->setpolicy() callback.

The current iowait boosting mechanism in intel_pstate_update_util()
is quite aggressive, as it goes to the maximum P-state right away,
and may cause excessive amounts of energy to be used, which is not
desirable and arguably isn't necessary too.
Follow commit a5a0809bc5 ("cpufreq: schedutil: Make iowait boost
more energy efficient") that reworked the analogous iowait boost
mechanism in the schedutil governor and make the iowait boosting
in intel_pstate_update_util() work along the same lines.

Hisilicon chips do not support delivered performance counter register
and reference performance counter register. But the platform can
calculate the real performance using its own method. We reuse the
desired performance register to store the real performance calculated by
the platform. After the platform finished the frequency adjust, it gets
the real performance and writes it into desired performance register. Os
can use it to calculate the real frequency.

The header containing the configuration structure for davinci cpufreq
driver lives in mach-davinci/include/mach/. This is fine for now but
if we want to make davinci part of the multi_v5 build, no code external
to mach-davinci should include machine-specific headers.
Move the configuration structure to include/linux/platform_data.
While we're at it: convert the GPL-2.0 boilerplate to a proper SPDX
license identifier.

Double NOT (!!) operation is normally done to convert a non-zero value
to 1 and keep zero as is, but that isn't the requirement in this case.
All we wanted was to make sure that only one of the two routines isn't
set, i.e. either both function pointers are set or both are unset.
This can be done with a single NOT (!) operation as well.

The init code path has several exceptions where the driver can
decide not to load.
As CONFIG_X86_INTEL_PSTATE is generally set to Y, the return code is
not reachable. The initialization code is neither verbose of the
reason why it did choose to prematurely exit, so it is difficult for
a user to determine, on a given platform, why the driver didn't load
properly.
This patch is about reporting to the user the reason/context of why
the driver failed to load. That is a precious hint when debugging
a platform.

The cpufreq core doesn't remove the cpufreq policy anymore on CPU
offline operation, rather that happens when the CPU device gets
unregistered from the kernel. This allows faster recovery when the CPU
comes back online. This is also very useful during system wide
suspend/resume where we offline all non-boot CPUs during suspend and
then bring them back on resume.
This commit takes the same idea a step ahead to allow drivers to do
light weight tear-down and bring-up during CPU offline and online
operations.
A new set of callbacks is introduced, online/offline(). online() gets
called when the first CPU of an inactive policy is brought up and
offline() gets called when all the CPUs of a policy are offlined.
The existing init/exit() callback get called on policy
creation/destruction. They also get called instead of online/offline()
callbacks if the online/offline() callbacks aren't provided.
This also moves around some code to get executed only for the new-policy
case going forward.

Add support to read the voltage look up table and populate OPP for all
corresponding CPUS for consumers like the energy model could use the
frequency and voltage from the OPP tables. Also update the logic to not add

subsys_initcall causes problems registering the driver as a thermal
cooling device.
If "faster boot" is the main reason for doing subsys_initcall, this
should be handled in the bootloader or another boot constraint
framework.

Add cpufreq driver for Marvell AP-806 found on Aramda 8K.
The AP-806 has DFS (Dynamic Frequency Scaling) with coupled
clock domain for two clusters, so this driver will directly
use generic cpufreq-dt driver as backend.

There is possibility, that when probing driver, regulators are not yet
initialized. In this case we should return EPROBE_DEFER and wait till
they're initialized, since they're required currently for cpufreq driver
to work. Also move regulator initialization code at beginning of probe,
so we can defer as fast as posibble.

The Energy Model (EM) framework provides an API to register the active
power of CPUs. Call this API from the scmi-cpufreq driver by using the
power costs obtained from firmware. This is done to ensure interested
subsystems (the task scheduler, for example) can make use of the EM
when available.

The Tegra124 cpufreq driver has no information to handle the Vdd-CPU
rail. So this driver shouldn't handle for the CPU clock switching from
DFLL to other PLL clocks. It was designed to work on DFLL clock only,
which handle the frequency/voltage scaling in the background.
This patch removes the driver dependency of the CPU rail, as well as not
allow it to be built as a module and remove the removal function. So it
can keep working on DFLL clock.

It is possible for cpufreq_stats_clear_table() and
cpufreq_stats_record_transition() to get called concurrently and they
will try to update same variables simultaneously and may lead to
corruption of data.

All cpufreq drivers do similar things to register as a cooling device.
Provide a cpufreq driver flag so drivers can just ask the cpufreq core
to register the cooling device on their behalf. This allows us to get
rid of duplicated code in the drivers.
In order to allow this, we add a struct thermal_cooling_device pointer
to struct cpufreq_policy so that drivers don't need to store it in a
private data structure.

The CPU cooling driver (cpu_cooling.c) allows the platform's cpufreq
driver to register as a cooling device and cool down the platform by
throttling the CPU frequency. In order to be able to auto-register a
cpufreq driver as a cooling device from the cpufreq core, we need access
to code inside cpu_cooling.c which, in turn, accesses code inside
thermal core.
CPU_FREQ is a bool while THERMAL is tristate. In some configurations
(e.g. allmodconfig), CONFIG_THERMAL ends up as a module while
CONFIG_CPU_FREQ is compiled in. This leads to following error:

Given that platforms using CPU_THERMAL usually want it compiled-in so it
is available early in boot, make CPU_THERMAL depend on THERMAL being
compiled-in instead of allowing it to be a module.
As a result of this change, get rid of the ugly (!CPU_THERMAL ||
THERMAL) dependency in all cpufreq drivers using CPU_THERMAL.

The cpufreq_global_kobject is created using kobject_create_and_add()
helper, which assigns the kobj_type as dynamic_kobj_ktype and show/store
routines are set to kobj_attr_show() and kobj_attr_store().
These routines pass struct kobj_attribute as an argument to the
show/store callbacks. But all the cpufreq files created using the
cpufreq_global_kobject expect the argument to be of type struct
attribute. Things work fine currently as no one accesses the "attr"
argument. We may not see issues even if the argument is used, as struct
kobj_attribute has struct attribute as its first element and so they
will both get same address.
But this is logically incorrect and we should rather use struct
kobj_attribute instead of struct global_attr in the cpufreq core and
drivers and the show/store callbacks should take struct kobj_attribute
as argument instead.
This bug is caught using CFI CLANG builds in android kernel which
catches mismatch in function prototypes for such callbacks.

One of the more common cases of allocation size calculations is
finding the size of a structure that has a zero-sized array at
the end, along with memory for some number of elements for that
array. For example:

instance = kzalloc(sizeof(struct foo) + sizeof(void *) * count, GFP_KERNEL);
Instead of leaving these open-coded and prone to type mistakes, we
can now use the new struct_size() helper:

This code was detected with the help of Coccinelle.

The scmi-cpufreq driver calls the arch_set_freq_scale() callback on
frequency changes to provide scale-invariant load-tracking signals to
the scheduler. However, in the slow path, it does so while specifying
the current and max frequencies in different units, hence resulting in a
broken freq_scale factor.
Fix this by passing all frequencies in KHz, as stored in the CPUFreq
frequency table.

cpuinfo_cur_freq gets current CPU frequency as detected by hardware
while scaling_cur_freq last known CPU frequency. Some platforms may not
allow checking the CPU frequency of an offline CPU or the associated
resources may have been released via cpufreq_exit when the CPU gets
offlined, in which case the policy would have been invalidated already.
If we attempt to get current frequency from the hardware, it may result
in hang or crash.

Since the commit 2a4eb7358a "OPP: Don't remove dynamic OPPs from
_dev_pm_opp_remove_table()", dynamically created OPP aren't
automatically removed anymore by dev_pm_opp_cpumask_remove_table(). This
affects the scpi and scmi cpufreq drivers which no longer free OPPs on
failures or on invocations of the policy->exit() callback.
Create a generic OPP helper dev_pm_opp_remove_all_dynamic() which can be
called from these drivers instead of dev_pm_opp_cpumask_remove_table().
In dev_pm_opp_remove_all_dynamic(), we need to make sure that the
opp_list isn't getting accessed simultaneously from other parts of the
OPP core while the helper is freeing dynamic OPPs, i.e. we can't drop
the opp_table->lock while traversing through the OPP list. And to
accomplish that, this patch also creates _opp_kref_release_unlocked()
which can be called from this new helper with the opp_table lock already
held.

Force HWP Request MAX = HWP Request MIN = HWP Capability MIN and EPP to
0xFF. In this way the performance limits on the offlined CPU will not
influence performance limits on its sibling CPU, which is still online.
If the sibling CPU is calling for higher performance, it will impact the
max core performance. Here core performance will follow higher of the
performance requests from each sibling.

Today, powerpc has three CONFIG labels which means exactly the same:
- CONFIG_6xx
- CONFIG_PPC_BOOK3S_32
- CONFIG_PPC_STD_MMU_32
By consistency with PPC64, CONFIG_PPC_BOOK3S_32 is the preferred one.
Using a label with includes _PPC_ also makes it clearer that it is
linked to powerpc.
In preparation of the removal of CONFIG_6xx, this patch replaces it
by CONFIG_PPC_BOOK3S_32

Currently the ti-cpufreq driver blindly registers a 'ti-cpufreq' to force
the driver to probe on any platforms where the driver is built in.
However, this should only happen on platforms that actually can make use
of the driver. There is already functionality in place to match the
SoC compatible so let's factor this out into a separate call and
make sure we find a match before creating the ti-cpufreq platform device.

Most of the ARM platforms used cpufreq-dt driver irrespective of
whether it's big-little(HMP) or SMP system. This arm_big_little_dt is
not used actively at all.
So let's remove the driver, so that it need not be maintained.

ARM_BIG_LITTLE_CPUFREQ depends on topology_physical_package_id to get
the cluster id which inturn provides the information on related cpus
in the same performance domain.
ARM64 core doesn't provide the cluster information as it's not
architecturally defined. There are no users of this driver in ARM64
after the one and only user(SCPI) moved away. So let's ban the usage
of this driver for ARM64.

If the policy limits change between invocations of cs_dbs_update(),
the requested frequency value stored in dbs_info may not be updated
and the function may use a stale value of it next time. Moreover, if
idle periods are takem into account by cs_dbs_update(), the requested
frequency value stored in dbs_info may be below the min policy limit,
which is incorrect.
To fix these problems, always update the requested frequency value
in dbs_info along with the local copy of it when the previous
requested frequency is beyond the policy limits and avoid decreasing
the requested frequency below the min policy limit when taking
idle periods into account.

Expose base_frequency to user space via cpufreq sysfs when HWP is in
use.
This HWP base frequency is read from the ACPI _CPC object if present,
or from the HWP Capabilities MSR otherwise.
On the majority of the HWP platforms the _CPC object will point to
the HWP Capabilities MSR using the "Functional Fixed Hardware"
address space type. The address space type also can simply be
ACPI_TYPE_INTEGER, however, in which case the platform firmware
can set its value at the initialization time based on the system
constraints.

On i.MX6UL/i.MX6ULL, accessing OCOTP directly is wrong because
the ocotp clock needs to be enabled first. Add support for reading
OCOTP through the nvmem API, and keep the old method there to
support old dtb.

RK3899 has one cluster with 4 small cores, and another one with 2 big
cores, with cores in different clusters having different OPPs and thus
needing separate set of tunables. Let's enable this via
"have_governor_per_policy" platform data.

We can not call dev_pm_opp_of_cpumask_remove_table() freely anymore
since the latest OPP core updates as that uses reference counting to
free resources. There are cases where no static OPPs are added (using
DT) for a platform and trying to remove the OPP table may end up
decrementing refcount which is already zero and hence generating
warnings.
Lets track if we were able to add static OPPs or not and then only
remove the table based on that. Some reshuffling of code is also done to
do that.

There is currently a warning when building the Kryo cpufreq driver into
the kernel image:

The function qcom_cpufreq_kryo_probe() references

This is often because qcom_cpufreq_kryo_probe lacks a __init
annotation or the annotation of qcom_cpufreq_kryo_get_msm_id is wrong.
Remove the '__init' annotation from qcom_cpufreq_kryo_get_msm_id
so that there is no more mismatch warning.
Additionally, Nick noticed that the remove function was marked as
'__init' when it should really be marked as '__exit'.

If cppc_cpufreq.ko is deleted at the same time that tuned-adm is
changing profiles, there is a small chance that a race can occur
between cpufreq_dbs_governor_exit() and cpufreq_dbs_governor_limits()
resulting in a system failure when the latter tries to use
policy->governor_data that has been freed by the former.
This patch uses gov_dbs_data_mutex to synchronize access.

When HWP is active turbo active ratio is not used, so we should allow
policy max frequency above turbo activation ratio to be set. When HWP is
not active, then any policy max frequency above turbo activation ratio
can result upto max one-core turbo frequency.
This fix helps better thermal control in turbo region when other methods
like "Running Average Power Limit" is not available to use.

Dynamic boosting of HWP performance on IO wake showed significant
improvement to IO workloads. This series was intended for Skylake Xeon
platforms only and feature was enabled by default based on CPU model
number.
But some Xeon platforms reused the Skylake desktop CPU model number. This
caused some undesirable side effects to some graphics workloads. Since
they are heavily IO bound, the increase in CPU performance decreased the
power available for GPU to do its computing and hence decrease in graphics
benchmark performance.
For example on a Skylake desktop, GpuTest benchmark showed average FPS
reduction from 529 to 506.
This change makes sure that HWP boost feature is only enabled for Skylake
server platforms by using ACPI FADT preferred PM Profile. If some desktop
users wants to get benefit of boost, they can still enable boost from
intel_pstate sysfs attribute "hwp_dynamic_boost".

In the cpufreq_register_driver() function, the lock sequence is:
cpus_read_lock --> kn->count
For the cpufreq sysfs store method, the lock sequence is:
kn->count --> cpus_read_lock
These sequences are actually safe as they are taking a share lock on
cpu_hotplug_lock. However, the current lockdep code doesn't check for
share locking when detecting circular lock dependency. Fixing that
could be a substantial effort.
Instead, we can work around this problem by using cpus_read_trylock()
in the store method which is much simpler. The chance of not getting
the read lock is very small. If that happens, the userspace application
that writes the sysfs file will get an error.

systrace used for tracing for Android systems has carried a patch for
many years in the Android tree that traces when the cpufreq limits
change. With the help of this information, systrace can know when the
policy limits change and can visually display the data. Lets add
upstream support for the same.

server platforms but it did not make it to the market really. There are
no development boards with it and probably there are no real products
neither. The development for Exynos5440 ended in 2013 and since then
the platform is in maintenance mode.
Removing Exynos5440 makes our life slightly easier: less maintenance,
smaller code, reduced number of quirks, no need to preserve DTB
backward-compatibility.
The Device Tree sources and some of the drivers for Exynos5440 were
already removed. This removes remaining drivers.

On HWP platforms with Turbo 3.0, the HWP capability max ratio shows the
maximum ratio of that core, which can be different than other cores. If
we show the correct maximum frequency in cpufreq sysfs via
cpuinfo_max_freq and scaling_max_freq then, user can know which cores
can run faster for pinning some high priority tasks.
Currently the max turbo frequency is shown as max frequency, which is
the max of all cores, even if some cores can't reach that frequency
even for single threaded workload.
But it is possible that max ratio in HWP capabilities is set as 0xFF or
some high invalid value (E.g. One KBL NUC). Since the actual performance
can never exceed 1 core turbo frequency from MSR TURBO_RATIO_LIMIT, we
use this as a bound check.

Currently, intel_pstate doesn't register if _PSS is not present on
HP Proliant systems, because it expects the firmware to take over
CPU performance scaling in that case. However, if ACPI PCCH is
present, the firmware expects the kernel to use it for CPU
performance scaling and the pcc-cpufreq driver is loaded for that.
Unfortunately, the firmware interface used by that driver is not
scalable for fundamental reasons, so pcc-cpufreq is way suboptimal
on systems with more than just a few CPUs. In fact, it is better to
avoid using it at all.
For this reason, modify intel_pstate to look for ACPI PCCH if _PSS
is not present and register if it is there. Also prevent the
pcc-cpufreq driver from trying to initialize itself if intel_pstate
has been registered already.

The firmware interface used by the pcc-cpufreq driver is
fundamentally not scalable and using it for dynamic CPU performance
scaling on systems with many CPUs leads to degraded performance.
For this reason, disable dynamic CPU performance scaling on systems
with pcc-cpufreq where the number of CPUs present at the driver init
time is greater than 4. Also make the driver print corresponding
complaints to the kernel log.

Per Section 8.4.7.1.3 of ACPI 6.2, the platform provides performance
feedback via set of performance counters. To determine the actual
performance level delivered over time, OSPM may read a set of
performance counters from the Reference Performance Counter Register
and the Delivered Performance Counter Register.
OSPM calculates the delivered performance over a given time period by
taking a beginning and ending snapshot of both the reference and
delivered performance counters, and calculating:
delivered_perf = reference_perf X (delta of delivered_perf counter / delta of reference_perf counter).
Implement the above and hook this up to the cpufreq->get method.

The cooling device should be part of the i.MX cpufreq driver, but it
cannot be removed for the sake of DT stability. So turn the cooling
device registration into a separate function and perform the
registration only if the CPU OF node does not have the #cooling-cells
property.
Use of_cpufreq_power_cooling_register in imx_thermal code to link the
cooling device to the device tree node provided.
This makes it possible to bind the cpufreq cooling device to a custom
thermal zone via a cooling-maps entry like:

When scaling max/min settings are changed, internally they are converted
to a ratio using the max turbo 1 core turbo frequency. This works fine
when 1 core max is same irrespective of the core. But under Turbo 3.0,
this will not be the case. For example:
Core 0: max turbo pstate: 43 (4.3GHz)
Core 1: max turbo pstate: 45 (4.5GHz)
In this case 1 core turbo ratio will be maximum of all, so it will be
45 (4.5GHz). Suppose scaling max is set to 4GHz (ratio 40) for all cores
,then on core one it will be
= max_state * policy->max / max_freq;
= 43 * (4000000/4500000) = 38 (3.8GHz)
= 38
which is 200MHz less than the desired.
On core2, it will be correctly set to ratio 40 (4GHz). Same holds true
for scaling min frequency limit. So this requires usage of correct turbo
max frequency for core one, which in this case is 4.3GHz. So we need to
adjust per CPU cpu->pstate.turbo_freq using the maximum HWP ratio of that
core.
This change uses the HWP capability of a core to adjust max turbo
frequency. But since Broadwell HWP doesn't use ratios in the HWP
capabilities, we have to use legacy max 1 core turbo ratio. This is not
a problem as the HWP capabilities don't differ among cores in Broadwell.
We need to check for non Broadwell CPU model for applying this change,
though.

According to current code implementation, detecting the long
idle period is done by checking if the interval between two
adjacent utilization update handlers is long enough. Although
this mechanism can detect if the idle period is long enough
(no utilization hooks invoked during idle period), it might
not cover a corner case: if the task has occupied the CPU
for too long which causes no context switches during that
period, then no utilization handler will be launched until this
high prio task is scheduled out. As a result, the idle_periods
field might be calculated incorrectly because it regards the
100% load as 0% and makes the conservative governor who uses
this field confusing.
Change the detection to compare the idle_time with sampling_rate
directly.

This change uses SCHED_CPUFREQ_IOWAIT flag to boost HWP performance.
Since SCHED_CPUFREQ_IOWAIT flag is set frequently, we don't start
boosting steps unless we see two consecutive flags in two ticks. This
avoids boosting due to IO because of regular system activities.
To avoid synchronization issues, the actual processing of the flag is
done on the local CPU callback.

Added two utility functions to HWP boost up gradually and boost down to
the default cached HWP request values.
Boost up:
Boost up updates HWP request minimum value in steps. This minimum value
can reach upto at HWP request maximum values depends on how frequently,
this boost up function is called. At max, boost up will take three steps
to reach the maximum, depending on the current HWP request levels and HWP
capabilities. For example, if the current settings are:
If P0 (Turbo max) = P1 (Guaranteed max) = min
No boost at all.
If P0 (Turbo max) > P1 (Guaranteed max) = min
Should result in one level boost only for P0.
If P0 (Turbo max) = P1 (Guaranteed max) > min
Should result in two level boost:
(min + p1)/2 and P1.
If P0 (Turbo max) > P1 (Guaranteed max) > min
Should result in three level boost:
(min + p1)/2, P1 and P0.
We don't set any level between P0 and P1 as there is no guarantee that
they will be honored.
Boost down:
After the system is idle for hold time of 3ms, the HWP request is reset
to the default value from HWP init or user modified one via sysfs.
Caching of HWP Request and Capabilities
Store the HWP request value last set using MSR_HWP_REQUEST and read
MSR_HWP_CAPABILITIES. This avoid reading of MSRs in the boost utility
functions.
These boost utility functions calculated limits are based on the latest
HWP request value, which can be modified by setpolicy() callback. So if
user space modifies the minimum perf value, that will be accounted for
every time the boost up is called. There will be case when there can be
contention with the user modified minimum perf, in that case user value
will gain precedence. For example just before HWP_REQUEST MSR is updated
from setpolicy() callback, the boost up function is called via scheduler
tick callback. Here the cached MSR value is already the latest and limits
are updated based on the latest user limits, but on return the MSR write
callback called from setpolicy() callback will update the HWP_REQUEST
value. This will be used till next time the boost up function is called.
In addition add a variable to control HWP dynamic boosting. When HWP
dynamic boost is active then set the HWP specific update util hook. The
contents in the utility hooks will be filled in the subsequent patches.

Building the kryo cpufreq driver while QCOM_SMEM is a loadable module
results in a link error:

In Certain QCOM SoCs like apq8096 and msm8996 that have KRYO processors,
the CPU frequency subset and voltage value of each OPP varies
based on the silicon variant in use. Qualcomm Process Voltage Scaling Tables
defines the voltage and frequency value based on the msm-id in SMEM
and speedbin blown in the efuse combination.
The qcom-cpufreq-kryo driver reads the msm-id and efuse value from the SoC
to provide the OPP framework with required information.
This is used to determine the voltage and frequency value for each OPP of
operating-points-v2 table when it is parsed by the OPP framework.

Use the static SRCU initializer for `cpufreq_transition_notifier_list'.
This avoids the init_cpufreq_transition_notifier_list() initcall. Its
only purpose is to initialize the SRCU notifier once during boot and set
another variable which is used as an indicator whether the init was
perfromed before cpufreq_register_notifier() was used.

If the policy limits are updated via cpufreq_update_policy() and
subsequently via sysfs, the limits stored in user_policy may be
set incorrectly.
For example, if both min and max are set via sysfs to the maximum
available frequency, user_policy.min and user_policy.max will also
be the maximum. If a policy notifier triggered by
cpufreq_update_policy() lowers both the min and the max at this
point, that change is not reflected by the user_policy limits, so
if the max is updated again via sysfs to the same lower value,
then user_policy.max will be lower than user_policy.min which
shouldn't happen. In particular, if one of the policy CPUs is
then taken offline and back online, cpufreq_set_policy() will
fail for it due to a failing limits check.
To prevent that from happening, initialize the min and max fields
of the new_policy object to the ones stored in user_policy that
were previously set via sysfs.

This routine checks if the CPU running this code belongs to the policy
of the target CPU or if not, can it do remote DVFS for it remotely. But
the current name of it implies as if it is only about doing remote
updates.
Rename it to make it more relevant.

Currently tegra20-cpufreq kernel module isn't getting autoloaded because
there is no device associated with the module, this is one of two patches
that resolves the module autoloading. This patch adds a module alias that
will associate the tegra20-cpufreq kernel module with the platform device,
other patch will instantiate the actual platform device. And now it makes
sense to wrap cpufreq driver into a platform driver for consistency.

The EMC driver has been gone 4 years ago, since the commit a7cbe92cef
("ARM: tegra: remove tegra EMC scaling driver"). Remove the EMC clock
usage as it does nothing. We may consider re-implementing the EMC scaling
later, probably using PM Memory Bandwidth QoS API.

Allow use of the trace_pstate_sample trace function
when the intel_pstate driver is in passive mode.
Since the core_busy and scaled_busy fields are not
used, and it might be desirable to know which path
through the driver was used, either intel_cpufreq_target
or intel_cpufreq_fast_switch, re-task the core_busy
field as a flag indicator.
The user can then use the intel_pstate_tracer.py utility
to summarize and plot the trace.
Note: The core_busy feild still goes by that name
in include/trace/events/power.h and within the
intel_pstate_tracer.py script and csv file headers,
but it is graphed as "performance", and called
core_avg_perf now in the intel_pstate driver.
Sometimes, in passive mode, the driver is not called for
many tens or even hundreds of seconds. The user
needs to understand, and not be confused by, this limitation.

Armada-37xx driver registers a cpufreq-dt driver. Not having
CONFIG_CPUFREQ_DT selected leads to a silent abort during the probe.
Prevent that situation by having the former depending on the latter.

cpufreq_notify_transition() calls __cpufreq_notify_transition() for each
CPU of a policy. There is a lot of code in __cpufreq_notify_transition()
though which isn't required to be executed for each CPU, like checking
about disabled cpufreq or irqs, adjusting jiffies, updating cpufreq
stats and some debug print messages.
This commit merges __cpufreq_notify_transition() into
cpufreq_notify_transition() and modifies cpufreq_notify_transition() to
execute minimum amount of code for each CPU.
Also fix the kerneldoc for cpufreq_notify_transition() while at it.

Most of the scmi code follows the suggestion from Greg KH on a totally
different thread[0] to have the subsystem name first, followed by the
noun and finally the verb with couple of these exceptions.
This patch fixes them so that all the functions names are aligned to
that practice.

Add support to specify platform specific transition_delay_us instead
of using the transition delay derived from PCC.
With commit 3d41386d55 (cpufreq: CPPC: Use transition_delay_us
depending transition_latency) we are setting transition_delay_us
directly and not applying the LATENCY_MULTIPLIER. Because of that,
on Qualcomm Centriq we can end up with a very high rate of frequency
change requests when using the schedutil governor (default
rate_limit_us=10 compared to an earlier value of 10000).
The PCC subspace describes the rate at which the platform can accept
commands on the CPPC's PCC channel. This includes read and write
command on the PCC channel that can be used for reasons other than
frequency transitions. Moreover the same PCC subspace can be used by
multiple freq domains and deriving transition_delay_us from it as we
do now can be sub-optimal.
Moreover if a platform does not use PCC for desired_perf register then
there is no way to compute the transition latency or the delay_us.
CPPC does not have a standard defined mechanism to get the transition
rate or the latency at the moment.
Given the above limitations, it is simpler to have a platform specific
transition_delay_us and rely on PCC derived value only if a platform
specific value is not available.

That is a problem now that we are doing memory hotplug on bare metal.

One way to avoid this is removing the smp-call. We can ensure that the
timer always runs on one of the policy-cpus. If the timer gets
migrated to a cpu outside the policy then re-queue it back on the
policy->cpus. This way we can get rid of the smp-call which was being
used to set the pstate on the policy->cpus.

The cpufreq core is already validating the CPU frequency table after
calling the ->init() callback of the cpufreq drivers and the drivers
don't need to do the same anymore. Though they need to set the
policy->freq_table field directly from the ->init() callback now.
Stop validating the frequency table from SCMI driver.

When multiple CPUs are related in one cpufreq policy, the first online
CPU will be chosen by default to handle cpufreq operations. Let's take
cpu0 and cpu1 as an example.
When cpu0 is offline, policy->cpu will be shifted to cpu1. cpu1's perf
capabilities should be initialized. Otherwise, perf capabilities are 0s
and speed change can not take effect.
This patch copies perf capabilities of the first online CPU to other
shared CPUs when policy shared type is CPUFREQ_SHARED_TYPE_ANY.

which is the latest in a series of standards coming from ARM to do power
management in a platform independent way. This has been through many
review cycles, and it relies on a rather interesting way of using the
mailbox subsystem, but in the end I agreed that Sudeep's version was

With commit e948bc8fbe (cpufreq: Cap the default transition delay
value to 10 ms) the cpufreq was not honouring the delay passed via
ACPI (PCCT). Due to which on ARM based platforms using CPPC the
cpufreq governor tries to change the frequency of CPUs faster than
expected.
This leads to continuous error messages like the following.
" ACPI CPPC: PCC check channel failed. Status=0 "
Earlier (without above commit) the default transition delay was
taken form the value passed from PCCT. Use the same value provided
by PCCT to set the transition_delay_us.
