Mathieu Pillard 97596901aa Avoid extra ES queries in legacy search code 
Between 1 and 4 extra ES queries were made for every legacy search.
Fortunately the worst case scenario appears to be when there wasn't
any results.

This did not affect the API, but this commit adds tests there just to
be sure.

Philip Cristiano b08b51375d docker: Update build to use Docker Python image 
This provides an updated Python (2.7.14) as part of
https://bugzilla.mozilla.org/show_bug.cgi?id=1390789

The Docker images are not based on Centos so package
names needed to be updated. Comparable packages were
added, but may not contain the same versions or even
components.

Mathieu Pillard b9da8c5abc Set API token cookie on session domain, to have it in reviewer tools 
Now that reviewer tools are on their own subdomain, if we don't
specify the domain for this cookie it's only set on the domain we
logged in from, which will be a.m.o and would be missing on
reviewers.a.m.o.
