Christopher Grebs f8d9198b50
Implement mimetype categorization for easier file-type / preview detection (#10750) 
This implements more advanced file-type detection based on `python-magic` thus we don't rely on the files extensions anymore but actually verify their content (header) before serving it to the client and reviewer.

Fixes #10685  (and actually rewrites it's meaning)

Christopher Grebs 5c5cafc747
Don't skip adding compatibility apps because of manifest incompatibility. 
For example, if the user uploads an add-on that sets the key
browser_specific_settings and sets strict_min_version to 42.0 the
add-on is potentially invalid / unable to be used but we should't fail
to add compatibility just because of that.

Erroring because of schema errors is part of the addons-linter.
